ran another test with instant replay off and got only 1 stutter according to the stutter count but again why do they even happen? 

 this guy got an avg fps of 101 i got an avg of 97 so pretty close but his stutter count was 0

There could be other unknown factors at play to make the benchmark in the video do better, so all I can say is that it looks pretty close.
