Technically it does boot, but my dad was doing some weird stuff with the power, and my computer suddenly turned off. The next thing that happened was that the computer would just be stuck on a black screen. I powered off the computer and turned it on again. Then this message popped up in the bios. Im just asking if this is something I should be concerned of, or if i need to do anything, since now my ram isn't running at 3200 mhz.

It seem like you have played with your bios setting. I will suggest you to open your pc chassis and then remove the cmos battery in your motherboard and reinsert it. This will definitely fix the problem.
