If Power consumption isn't a concern and max performance is... then go for the best GPU with Highest Wattage allowed on the VBIOS.

EG 320w vs 360w RTX3080..
RTX2080Ti come in many flavors,.. heavily limited 290-300w models and less limited 330-380w models.
Best to research select models you are keen on.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
