Possible Bottle Neck

Hi there, I’m new to computers but I did my fair share of research before buying one. Ryzen 5 3600, Rtx 2060, T-Force DarkZ Ddr4 3200, Asus Prime X570-P. I’ve been looking up and down trying to find out why I’m getting low cpu and gpu usage and high to max graphics settings. I adjusted power settings, updated drivers to the motherboard, processor and graphics card but no dice. I was reluctant to post on a forum and ask for help thinking I could get it down my self eventually but I just want to get to enjoying my pc. Any suggestions

It could be a number of things. What game(s) are you playing, what frame rate are you getting, and what does the usage look like on the individual CPU cores?

I genuinely think we need to ban the word bottleneck from the forum.

Everything is a bottleneck no matter what hardware you have, it's the same answer everytime this comes up.

CPU & GPU utilization are not an issue, stop paying attention to them. If your performance is where it should be, nothing is wrong.

I tried Minecraft to start. Enabling Upscaling and Raytracing gets me around 20% CPU utilization and 40-50% GPU utilization at around 36 FPS. Checking task manager, it’s showing that not all cores are engaged.

Ray Tracing is still not viable in 2021, especially on an entry level card with first-gen RT cores. Disable it. It makes perfect sense you're only getting 36FPS.

And I assume by "upscaling" you mean DLSS?

To OP: 2060 can't really do ray tracing for shit. Nvidia baited people into thinking they could get ray tracing capability on an "affordable" card but it never had the oomph, and without ray tracing the 2060's performance was matched or exceeded by a bunch of other new and used cards around the same price point.
