Rx 570 4GB Frame drops

I have an MSI RX 570 4GB Gaming X.

I recently upgraded my SATA SSD to an NVME drive

I cloned my SSD to my NVME and stopped using the SSD

Every since I have been experiencing severe frame drops to the point every game is unplayable

When I'm in a game my GPU clock spikes to 1281mhz (not overclocked)

When the fps drop happens the clock drops to 300mhz

When the game comes back then it clocks back to 1281

I know these games worked on my setup as I've been playing for over a month with no issues

I swapped back to the SSD but the problem is still there

I rolled back the GPU drivers to a previous version that worked (21.5.1) and the issue is still there

Games are saved to a 2TB hard drive but I've uninstalled them and reinstalled them to the NVME and still having problems

I undid every single change I did to the computer before the issue started and it still doesn't work

any tips?

The Video isn't a choppy recording that's just how games play

Only way DBD doesn't frame drop is if I play 1080p low settings at 65% resolution scale

Games: Dead by Daylight, Beamng.Drive, Phasmophobia, etc. (Every game I've tried but those are the ones I play most)

CPU: i5-10400

Cooler: Hyper 212 BE

MOBO: MSI B460M PRO-VDH WiFi

RAM: Crucial Ballistix 3200mhz DDR4 (Clocked at 2666mhz because CPU doesn't support faster)

GPU: MSI RX570 4GB Gaming X

PSU: 500w

NVME: Western Digital Black 500GB (WD Black SN750

SSD: PNY 500GB (PNY CS900)

HDD: Seagate Baracuda 2TB
