What is the fps, on what settings and resolution, on what games?

Your gpu is never going to be 100% usage at all times, it's just not going to happen.

 

What are your temps like (CPU+gpu, use HWInfo64 to check these)

I could use some help with this!

I get around 80fps on 1080p High, I should be getting around 200fps because the game(Crossfire) that I wanted to play is not that gpu intensive. 56c on avrg gpu temps.

 

I used to play that game on my old laptop which has intel hd 4000 gets fps around 100

Also make sure your GPU is in the correct PCIE slot, usually the top one.
