Gpu not 100% usage

my rx 580 doesn't perform 100% on some  games, I get stutters and low fps, My cpu usage is barely reaching 20%

 

Ryzen 5 2600

Rx 580 4gb

2x8 16gb 3200mhz

What is the fps, on what settings and resolution, on what games?

Your gpu is never going to be 100% usage at all times, it's just not going to happen.

 

What are your temps like (CPU+gpu, use HWInfo64 to check these)

I get around 80fps on 1080p High, I should be getting around 200fps because the game(Crossfire) that I wanted to play is not that gpu intensive. 56c on avrg gpu temps.

 

I used to play that game on my old laptop which has intel hd 4000 gets fps around 100

You're probably CPU bottlenecked, if a game would not use all cores it won't show 100% CPU. This often happens with older games like GTA or Minecraft.

 

Also make sure your GPU is in the correct PCIE slot, usually the top one.

it's on the top pcie

run an actual logging tool.

 

Your 20% might just be 2 cores at 100%, and the rest at nearly nothing.
