My internet connection is 25 Mb/s down. For some reason, I can only download at a maximum of 3 Mb/s. The only exceptions to this that I have found are my Xbox One and Windows Store, which can download at the full speed that I pay for.

 

Any idea what wrong and how I can fix it?

 

Edit: Download speeds can sometime go just above 3 Mb/s, but that's the average download speed. The issue is present in everything that tries to download files.

What are these for?

You're probably confusing MB/s and Mb/s.

 

Your connection will be 25Mb/s, which is 25/8 = 3.1MB/s. Pay attention to what unit each program/device shows.

Ok, I just checked. I pay for 30Mb/s, I am currently able to download at about 3.61Mb/s. That doesn't sound right.

What are these for?

That matches perfectly if your 3.61 is actually MB/s, so check that. Again b or B matters with a factor 8 between them.
