task manager vs Xbox game bar GPU usage

Hello! I've faced a problem with my GTX 1070 (MSI variant). Previously if was working just fine and without any problems (giving me a steady 60 fps without overclocking). Several days ago after a long time I lunches GTA V again and it was very glitchy (fps as low as 26). I wondered what it can be?! And I lowered some graphic setting but it didn't seem to do a lot (even resetting setting from ultra to default -normal- didn't do any thing. I overclocked my GPU with MSIafterburner and it got better!

In xbox game bar it shows my gpu usage (not VRAM) as high as 100% and it stays at 100% most of the time. However in task manager it doesn't seem like that gpu is under stress! I used CPUID and it showed the same results as the Xbox game bar.

Task manager is not a reliable way to measure GPU usage.
