Games, programs or workloads that it will be used for: arma,  madden,  cod, battlefront 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): N/A 1440p 144hz 

I was planning in using strictly gaming and some streaming. Also I going go with a 3080 with a 1660 ti as a place holder.

when all the gpus are in msrp maybe you should get a 3080 ti and 3080 ti is $1200 so that's perfect for your budget but i wouldnt pair an 11700k with a 3080 ti you should pair it with like 11900k or 5950x 3090 is 3080 ti but with just 12 gb more vram

You can get similar perf with 5600X in gaming, and right now the combo for those is cheaper thanks to less cooling requirement and cheaper board. Spend the rest of your 2500$ budget on baller peripherals.
