Extreme game lag and framerate drop in all games Windows 10

Maybe you can DDU and use NVCleanstall to only install the display driver. 

1. How you update your driver? via Windows Update? Asus website? 

2. Can you try unplug your HDD?
3. Can you use different USB port for your KB&M? Also can you unplug one of them while gaming and see if it still stutters. 

Tried all of the above. Still the issue exists.

Can you download, extract and run AsusSetup.exe located in the Install folder. 
I know it's not for Windows 10 but give it a try. I'm using it as well and we're on similar platform. 3rd gen Ivy Bridge.

Reboot and then run LatencyMon + CSGO for a few mins again.

Yes, I'm using mainboard ehternet.

Sorry, deleting drivers and installing from the url provided didn't work either.

I temporarily clean installed Windows 8.1 and it worked completely fine. But Windows 10 is not. I don't understand what is missing.

One(or more) of your driver in Windows 10 is causing latency issue and I can't pin point which one.

From your last screenshot it's either your network interface, GPU or/and storage driver.

I tried installing all the Drivers from Asus website. It's still not fixed. I guess I'll have to take my PC to repair shop for evaluation.
