I don't know about the motherboard and cpu. If he wants to edit, a ryzen 5 5600x + B550 motherboard is a way better choice, no need for a cpu cooler. The rest is good in my opinion. (You probably won't get that video card for that price btw, you'll probably have to put more than 500-600 dollars on it)
