Photos on Mac

So I have put myself in a weird position. The photos app on Mac was not updating photos so I just turned off iCloud photos from the photos preferences(within photos app) and turned them back on, big surprise did nothing to solve the problem whatsoever. Then I just decided to turn off the iCloud photos from preferences again and this time I deleted the entire library, now turned the iCloud photos on and quit the app. Then I went to launchpad and pressed option + command and clicked on photos in order to restore the photos from my iCloud and now even though it says restoring from iCloud it's been like that for quite some time now. Any veteran on Mac to help me out as I have transitioned to apple environment just the last year.

I have also tried restarting my system but that didn't help the case either.

Have you gotten this sorted yet? What version of macOS are you running?
