So, I was trying to factory reset an old Dell Inspiron 5459 ( Intel i7 - 6500u, Radeon M335, 16gb ddr4 1666mhz) because I had somehow lost all administrator control on my one and only administrator local account and I was getting a lot of bsod for things as simple as transferring data. For some reason, the local account password had changed and I couldn't use " Reset system and keep your files " as I did not have the local account password. I tried to " Reset system and delete everything " but it gave me an error code saying that " Windows was not rebooted ". So, as a last resort, I went to the Dell bios to perform a " System Data Wipe ". After I performed that and rebooted,  the laptop asked me for a hard drive password to enter the system. I genuinely do not remember setting a hard drive password for my drive. After going into the bios, I realised that I can't change it because I do not have the old password and I can't remove it as there was no admin password. So next thing I did was try to boot off a bootable USB. I almost succeeded booting off the USB but each time I tried to boot it would give me a different error code. And most recently the system could not even recognise my bookable USB even though my other dell system was able to recognise it. So I scrapped this idea and went for a hardware bypass. I had received some help from friends and they told me two things: 1. Remove the CMOS battery, short pins 1 and 4 of the CMOS chip, and replace the CMOS battery. 2. They told me to remove and replace the jumper plugs of the password jumper and the CMOS jumper. At this point I really don't know what to do. I have been troubleshooting this for two days and even though I am willing to do the two things that my friends told me, there is a part of me that thinks I will mess this up and I will break this computer even more.
