Ethernet dropping on windows 10

Im having ethernet issues where randomly my connection will drop where it still recognizes that my cable is plugged in however I have no internet for a few seconds but then comes back on as if nothing happened, this has been happening for about 2 weeks now and ive tried getting a new ethernet cable, restarting the modem (multiple times...), installing the latest drivers, disabling all power saving features, restarting my pc as well. its very frustrating because I cannot play online games because I will disconnect from the game completely. using windows 10 btw Please help lul.

just tested to see if it did it on wifi too and it does on my pc...
