Undervolting is not the same thing as underclocking, so you have a bit of a mixed question here.

I want to undervolt due to heat issues. I've tried all the cooling tips and now just want to lower the cpu's voltage.

There's no real magic sauce to undervolting, reduce voltage a little, stress test, reduce voltage some more, stress test, its a tedious process I could never be bothered with due to the risk of filesystem corruption during any crash.

Router:  Intel N100 (pfSense) Backup: GL.iNet GL-X3000/ Spitz AX Switches: Netgear MS510TXUP, MS510TXPP, GS110EMX
WiFi6: Zyxel NWA210AX (1.7Gbit peak at 160Mhz) WiFi5: Ubiquiti NanoHD OpenWRT (~500Mbit at 80Mhz)
ISPs: Zen Full Fibre 900 (~930Mbit down, 115Mbit up) + Three 5G (~1200Mbit down, 115Mbit up, variable)

Could you or anyone else tell me a safe voltage increment to reduce by to be safe?

I thought 0.05 was too much and 0.0025 was better or am I just way off?

The smaller the increment the better, but obviously will take much longer to find just how low you can go.
