Not sure if they could. Pretty sure is a copyright violation. Apple can't really do anything to you if you want to just do it yourself, but they definitely can if you start providing the tools for others to do it.

I don’t mean the software I have a case that I want to put an atx motherboard in I don’t really like Mac OS
