Is there anywhere on the internet or anyone that I can go to where I could have software tests requested for specific use cases with certain hardware before I shove out the money on parts that I think will fit my use case? For example, a lot of my focus has shifted from gaming to primarily music, video, and photo production. Unfortunately, my 9700k can no longer keep up with the size of my projects and it struggles. I have thought about putting forth the money to upgrade to a 5800X, but I'm not sure the performance increase/decrease for the specific applications I use nor do I know if the money I'd need to shove out for a new CPU, MOBO, and CPU cooler (since I can't find the AM4 brackets and screws). If something like this doesn't exist already, someone should really hop on it. It sounds like a phenomenal service that could be provided, especially to professionals who use very specific pieces of software.

Reviewers that test the applications you are using would be a good start.

Puget Systems (a system integrator) publishes hardware recommendations with benchmark results for various software, including Adobe Photoshop and Premiere. I don't think they do any music production benchmarking/recommendations though.
