Games, programs or workloads that it will be used for: Streaming, New AAA titles (New World, LoL, Modern Warfare, Tarkov, etc.) as close to max settings as possible.

Other details : Upgrading from 1080 ti, need everything except for mouse and keyboard. Plan on future proofing and playing at 4k. Buying within the next 3 months.

I would just buy a prebuilt for that budget and use case, its going to be very difficult to get your hands on any 3000 series nvidia cards in the components market right now.
