Suggestions for $1000-$1250 desktop build for Premiere Pro video editor

Budget (including currency): $1000-$1250 USD

Country: USA

Games, programs or workloads that it will be used for: Premiere Pro video editing, Photoshop, later down the road Blender 

Other details:

 

Looking for a computer for my friend who does Premiere Pro video editing.  She is open to building it herself, but it seems like a pre-built may have a better value prospect right now with CPUS and GPUs closer to real value/msrp.  She would like to tinker with it after like adding a 2nd drive etc, so it would probably be better off with something like one of the boutiques / Newegg prebuilt / NZXT BLD vs something like a Dell desktop.

Onboard Wi-Fi nice to have but not necessary.

HIGHLY Recommend NZXT BLD, love mine though the prices are slightly fricked right now.

I'd aruge that NZXT build isn't the way to go.
-Overpriced
-bad part selection, often providing aesthetics over performance and value
-bad case (h510/h510 elite)

geometry is hard
b550 > x570

they have no airflow. nada. look at a mesh phanteks or a corsair airflow and tell me that the nzxt has good airflow.
