This is really annoying and I can't get an accurate result. I just dropped a slightly used gtx 1650 into my rig, and went to MSI afterburner for my clocking needs. However, it incorrectly displays the gpu clock at ~1800mhz, from my understanding the base clock for my gddr6 model is 1410 mhz. How could this be, and what are my possible solutions/workarounds? Thanks

Either factory overclock, or the GPU is boosting. What exact car?

It's likely boosting. There may be a program running that is using your GPU or your power plan in windows may be causing it to boost.

The more I learn, the more I realise I don't actually know anything. 

 

Recommendations: Lian Li 205m (sleek, pretty decent airflow for a non-mesh front panel and cheap), i5-10400f (Ryzen 5 3600 performance, 20% cheaper), Arctic P14 PWM fans, Logitech g305.

It is the Asus dual-gtx 1650 mini OC edition 4gb gddr6. It says on their website, 1650 mhz oc mode and 1620mhz gaming mode. I also have another issue where task manager says my cpu runs almost 1ghz above what it's clocked to, however Intel XTU displays the correct clock speed for the CPU. Maybe my system is somehow misreading the values? I haven't had any temp or stability issues either.
