Is this a new PC or one you are reinstalling Windows on?

 

Have you tried different USB ports or a different USB flashdrive? I would make sure to use USB ports directly connect to MOBO not front panel.

 

Have you tried remaking the bootable USB?

 

As Slottr pointed out it could be a memory error. I would recommend disabling any memory overclock or XMP while installing Windows.

Memory error, run the installation with only 1 memory stick if possible.

Clean the sticks and slots with IPA.
