Bottlenecking is where a component cannot be utilized to it's full potential because something else in the system is running a maximum potential. So in your case, the CPU might be running at 100%, while not being able to get information to the GPU quick enough, or in enough quantities to allow the GPU to be used at full potential.

 

There's bottlenecking in every system, sometimes small, sometimes major.

Bottlenecking is when a component(s) holds back another from reaching its full performance.

The term bottleneck is taken from the 'assets are water' metaphor. As water is poured out of a bottle, the rate of outflow is limited by the width of the conduit of exit—that is, bottleneck. By increasing the width of the bottleneck one can increase the rate at which the water flows out of the neck at different frequencies. Such limiting components of a system are sometimes referred to as bottleneck points.

bottlenecking is mainly just when you have a lower end product mixed with a higher end product like if you mix a intel pentuim processor with a 780 which the Pentium would slow down the 780 and you would not get the full performance out of it and there may be some with that but it may be minuscule that you would not be able to tell
