all games limited to wrong fps

my old monitor was n165 hz but i recently upgraded to 240hz but ALL of my games are limited to 165 fps still, despite the monitor being set to 240hz in settings and the in-game fps counters being set to 240 (turning vsync on doesn't make a difference either)

Global setting in the Nvidia Controlpanel, assuming you have an Nvidia GPU?

Yup 1650 (I am running csgo stretched so it can easy reach 500fps +. Also I forgot to mention when I had my old monitor I could never unlimut the fps, just like now, always limited to 165
