I just want to know is there any free MDM Server that you can install locally or on azure for managing iOS devices?

Not to be a dick about it, but this is what I found on Google, first page result:

So check it out  not sure if it'll do what you need it to do, but on the surface it sounds like a possible candidate. 

Don't forget you need to get in touch with Apple as well to get an MDM certificate to manage their devices.
