Without knowing resolution preferred or fps preferred it’s hard to do.  I’m going to assume  
120fps simply because they’re PvP esports gams and refresh rate is going to matter. 

To make it more fun gpu prices have been horrid lately but may be starting to lift up at the low end (saw a thing about miners in Australia starting to get rid of 570s because they weren’t profitable anymore) a720p 120fps system should be easy. Won’t cost even $usa 700 probably.  1080p/120fps  starts to get fuzzy though because gpu prices start to get fuzzy there. 
 

What I have been saying lately is get ahold of a gpu somehow, see how much money is left, and then build a system around that.
