really overpriced but this is the cheapest ATX board avalible. MSI MAG B560 TOMAHAWK WIFI ATX LGA1200 Motherboard (MAG B560 TOMAHAWK WIFI) - PCPartPicker

also change that PSU, it's not very good.

Then you have 2 choices, a H470 Steel Legend or a Asus Prime H570-Plus. Anything else that is in stock, at least according to pcpartpicker, is over your budget.

I was looking at these Im not sure what the H470 means in comparison to the B560 that ive been reccomended to get 

Im a first time PC builder so im still kinda new

For the H470 you have no memory overclocking so no XMP. Whereas most 500 series boards, like the H570, B560 and Z590 support memory overclocking. The main difference between H570 and B560 are mostly I/O and you can see that down below.
