New PC issues

A couple hours ago I finished building my PC. I turned it on and boom- RGB lights everywhere, and I was told something about an operating system. The system then turned off, and hasn't turned on since. I've checked to make sure all the cables are in the right place and have also tried to get it to boot multiple times. None of these attempts worked, I'm new to this so I'm confused. Is this normal or have I messed up?

Also, try fully powering it off, as in unplugging it from the wall.

No operating system installed. And just tried that, it didn't work unfortunately.

I little bit more information about the hardware components, operating system, etc. may be helpful here. 

Ryzen 1600x @4GHz

Asus GTX 1070 8GB @1900MHz

16 GB HyperX DDR4 @3000MHz

Asus Prime X370 Pro

Samsung 860 EVO 500GB

Noctua NH-U14S

Seasonic M12II 620W

+ four different mechanical drives.
