On Windows you can use microsoft's powertoys to easily map a shortcut to "volume up" and "volume down" functionality.

 

For instance:

I bought a keyboard. It doesn't have a fn key (it does have the numbers on the top). Is there a way that when i press ctrl and shift it enables the fn key.  I need it to control the sound.

You should post what keyboard model it is, anything you could do would be model-specific.

Thanks for the response but is there doesn't seem to be a way to control the increments.

The increments are the same as what you would get with normal fn buttons, I just tried it myself. If you want to change that you need a tool like autohotkey but that would be the case even if you had an FN button.
