It depends sometimes they lay their own and other times they'll use what's there depending on how new it is but they'll just buy the lines not rent it also their hardware isn't new (in the sense of how old the hardware is) it's just a bunch a switches using link aggregation and other stuff until they have the proper throughput but anyway they'll just put their own hardware in and not use what's leftover from previous ISP left there as their hardware has their own custom software that the google devs made.

Google lay their own fiber and use their own equipment. They have to rent usage of the power lines though, which is a cost to Google.

They also buy the fiber lines if it's new, which is what they did in Kansas.
