Modern Warfare does this when it is still installing shaders whilst you play

There's another one of your issue right there.

1: You shouldn't expect good temperatures out of a laptop (commonly poor).

2: Mobile GPUs also commonly perform up to 50% slower that their desktop counterparts.

Well it bums me out because I let all shaders install before playing and I spent 7 months playing without any problems

Anytime there is a major update in the game, it is a good assumption that it won't entirely stable for a while after release. That's what patches are for, and battle royale games experience the worst of this.

I’ve been experiencing framedrops since December

this is likely due to thermal throttling. laptops cannot handle the 2080's heat. To avoid overheating, the gpu takes less power and less energy, thus making it lose performance.

you should get a laptop cooling pad. I have one, and my cpu games at 50 degrees celsius and my gpu at 45 (high settings)

The heat doesn’t go over 80, it’s always been running at the same since I bought it, it’s Max temp is 78

have you updated gpu drivers, or tried installing and reinstalling them? have you even downloaded them?

Done done and done everything is up to date with it. When the problem started I took it to Best Buy and they said because I was playing from an external hhd that was the problem, I bought a Samsung 970 evo 1tb and the problem persisted. I was running the nvdia performance tool and noticed that whenever frames dropped the Gpu utilization dropped from 80-99% to 20%

is the battery faulty? I think you should get a refund for the system itself, since it is a laptop and cannot be fixed unlike a desktop

No, the system says the battery is in optimal condition, and I think I’m a bit late for that. But the problem is only with cod games, it runs any steam game to perfection
