PC Underperforming and not hitting 100% usage.

Hello everyone! I hope u're doing good. So I bought my pc around 4 months ago and noticed this issue once I got a new 1080p 144hz monitor. The issue is that my cpu and gpu never quite hit 100% usage (i believe). All my drivers are updated but BIOS is not updated and that's bcs my ram is not in the VVL of my motherboard but we got it to work so I'm afraid of breaking it. For example, GPU usage is around 40% no matter what in Valorant and I've never seen CPU usage hit 30% and get around 130fps. That may be specific to Valorant but I get around 130fps in Among Us too. I know that it is not capped because I get 144fps in Apex. Also, I've been using AI Suite and all of these numbers were in performance mode. My goes way below these when it's on power saving. There is a very slight change I might have damaged the CPU bcs I kinda dropped the cooler on it but I obviously did not crack the die since it works. I attached some logs including a Gpu-Z log and you can take a look at that too. These are my specs:


Case: Msi Gungnir 110M
Motherboard: Asus ROG Strix x570-E Gaming

RAM: G.Skill Trident Z Neo 2x16GB 3200Mhz CL16 (I don't remember the exact variant but it's not the one in the VVL)

CPU: Ryzen 5 5600x with the box cooler and PBO off
GPU: Gigabyte RTX 3060 Ti Gaming OC

Storage: WD Black SN750 1TB

PSU: Corsair RM750x
