Need help! Windows start menu not working, taskbar not working, windows 10 apps not working, can't right click taskbar icons!

Hello! I need help, this issue randomly appeared when I was just watching a youtube video and now I can't open my start menu, use cortana, use any windows 10 apps (they just crash like windows store), i cant right click any of the apps on my taskbar because it doesn't show the options afterwards, can't open my audio icon, ethernet icon or notification icon! (Only my tray works). I have ran a malware scan (found nothing), some command for windows powershell, restarted explorer multiple times, and other solutions that didn't seem to help at all! I may also mention that now my audio only works on my right ear and not my left and I have switched devices and something is wrong with my Computer! I have tried to use a system restore point but it failed and nothing got fixed. Someone please help!

Have you tried going into Safe Mode?

Hey!
It was this command I believe " Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”} " without the quotation marks, the system restore said something along the lines of "System restore did not complete successfully" and basically failing.

My PC specs are
Ryzen 5 3600
RX 570

G.Skill Trident 16GB RAM
750W PSU

Never had an issue with my PC and taskbar and it randomly happens

Ok, does this issue also happen in Safe Mode?

I have launched into safe mode and this issue still persist.

Check the drive health of your hard drives/SSDs, and beyond that, I'd say back up your data, reformat the OS drive, and re-install from scratch

Is there anyway to just format my C Drive only and not my D drive harddrive? I have alot of files and games and I don't really have another drive to back it up on

Yes, disconnect your D drive from the PC, leaving only the C drive, and go from there

Kill Explorer.exe in Task manager
then "new task" in file menu.
Type "explorer"
does that work?
