so I'm planning on building a pc just for streaming but I am on a budget and I was wondering if the rx 550 2gb is enough to stream at 1080 60 fps

Not really, the card can just about handle 1080p 60 gaming WITHOUT streaming. Plus 2GB of VRAM is becoming very obsolete very fast so it really depends what games you will be playing. i doubt anything super modern will work but indie games will probably be fine.

In where? Games? RX 550 cant even run 1080p 60fps in most of them.

 

Encoder in Polaris cards are pretty bad in quality compared to Nvidia GTX cards at the time (10 series), if your CPU is somehow not up to the task I still wouldnt have an RX 500 series card as my first option. Imo even a Geforce 900 series is better.

rx 550 for streaming something like youtube? it will work. 

stream games? NO!

you can stream with yoru cpu but in my experience thaqt is not a good idea. try to get used gtx 1050, 1050 ti or even gtx 950 or 960.

By streaming you mean streaming content from internet or playing games and streaming that? Or playing games on main PC and using this one just for streaming?
