can't recommend a gpu without knowing what you'll use the pc for and your budget.

Mostly for gaming. For a graphics card i can manage up to 600-700 usd

is there any issues with fans? do i need a fan controller? or anything else to add?

if mostly gaming and give current gpu prices, i'd get a cheaper cpu (5600x), a cheaper motherboard (asus tuf b550, msi b550 a-pro etc), 16gb of ram, a wd sn 550 1tb storage. that should free up and extra $300 to go towards the gpu.

 

i think the fans are fine, you should be able to control them via software
