Bandwidth priority on Windows 10

How do you prioritize bandwidth to certain programs/apps on Windows 10? Can you set it within Windows 10 or is there a third party software?

specifically Firefox over steam so I can watch Youtube while I download games

Well, in the router, there is QOS (Quality of Service) that may be what you are looking for

That, or you can just manually limit bandwidth in the game launcher you are using

that sounds like something I would need
sadly my POS router does not support that

thats what I have been doing until now
but its pretty annoying since I have to guesstimate how much I (and ramdom x factors in the house) will end up using for no download stuff like youtube and co
