any one knows how to get one at MSRP like to build a AMD Ryzen 5 3600X gaming pc on a small budget

Considering the current graphics card market, getting any card, not just the GTX 1660 at MSRP is impossible. If you are on a tight budget, I would recommend either buying used or getting a prebuilt.
