A true Flex ATX PSU that won't blow up and kill all of your components is only going to be 500W... even with fixed cables.  If you saw a 700W, I doubt it's from a reputable brand.  Decent PSUs that are the same height and width as a Flex PSU are actually 1U server PSUs and are much longer than standard Flex ATX.  At that point, you're going to actually get better power density AND modular cables with an SFX power supply.

 

That's why I asked what case you are using.  If it's really limited to a Flex ATX PSU, you're screwed on higher wattage PSUs.  But, truth be told, if it's a four liter case, you're not going to be able to fit enough high end hardware in there to warrant anything higher than 500W.  There is not a single build in this world that would fit into a < 7L case that would need mroe than 500W.

I’m trying to build a custom

case and I’m trying to make it pretty small. I have an i7 9700k with a gtx 1070. A flex psu would be nice to use for my build. What would you recommend be the proper wattage?

Well, I'm gathering parts before I get final size of the case- figured it'd be easier to make the case for the parts rather than get parts for the case. As for budget, as long as it can power my build and is good quality then I'm not too picky.
