Your build looks solid.

I swapped out the CPU to a slightly better one. The 3600 is just one of the best as of price / performance.
A Ryzen 5 5600x would be a better pick for the 3070 but I don't to go that high over your budget.
I added a 250 GB WD_Black SSD. In my opinion it is essential running your Operating System on a SSD.
Lastly I swapped the fans. Even if the Amazon reviews are quite good, I have used these before and they ran extremely loud. Unfortunately my alternative doesn't have RGB but are really good for price / performance and silence. If you have the need for RGB fans, I would suggest paying more for the Corsair LL-Series 120mm or the Cooler Master Master MF120 Halo.
