How do I delete the old bios from the old mobo and install a new one

You'll flash the bios by putting the new bios update on a usb and using the boards included utility to do so

with a new motherboard it's usually best to, but not required (I would)

I'm planning to switch from my i5 7400 to a 10700k and obviously a new motherboard. How do I delete the old bios from the old mobo and install a new one?

Do I need to reinstall windows or new drivers?

Yeah, save your important apps and saves to a cloud backup service or a external drive, and reinstall windows because your platform changed. It’ll clear all the old drivers and gunk. Then you would need to reinstall new drivers.

Technically not needed though

going from a i5 7400 which is a LGA1151 socket to a 10700k which is a LGA1200 socket. there is no choice but to get a new motherboard so the BIOS will not matter at all as it will be a newer board and should come with the latest version. you would really only need to do a bios update if you were going to go to a 11th gen CPU but there is no harm is doing it anyway. everything you need to save like games, apps, OS and other things will be on the storage device you have so switching it over is no issue at all. i just upgraded my computer case and had no issues taking my motherboard from one to the other, plugging everything in and and turning it on.
