I have a 9100F chip on a complete build that I would like to use as a Plex server.  Currently I have a GTX 1070 in it.  I'd like to put my 1070 on a new machine I will build.  Question is will the computer (with the 9100F in it) still function as a server without a gpu installed?

 

I won't access it directly.  I'll likely just remote desktop to it to do maintenance work.

No, the F in 9100 means there is no integrated GPU. an i3 9100 is the same CPU but with an integrated GPU. However, if you install software that lets you remote-in to the computer (like Parsec) it should work without a dedicated graphics card.

So one cannot remote desktop to something that doesn't have a display chip of any kind?

Software is needed then?  I think that's what you meant.

 

I'll probably dig around for something like a gt 630 or something for $10  lol

Remote desktop will work even if you don’t have a graphics card.

Though if a dedicated gpu like a 630 is that cheap it might be easier just paying for it.
