I've been looking at trying to make a new home office build/media streaming build (my pre-built dell from 2013 has served me well), but I've been having trouble piecing something together that fits my price range. I would prefer if it were a mini-itx build just to keep it compact and portable but a bigger size is fine, as long as it runs smooth. The peripherals aren't included in the price and I already have a copy of windows 10 pro.

I would say without a dedicated gpu but maybe the need in the future, go for slim micro atx.

The boards will be a bit cheaper and still have the option in the future for something like a low profile 1030 or 1050 if a dedicated gpu is ever needed. While retaining the small size. 
Basically building a SFF optiplex.

A little more room for expansion, though with the half height gpu options are limited, again only if needed.

In exchange you get a smaller system overall despite being matx and not itx, cheaper motherboard options and a 5.25” bay if a cd/dvd drive is needed.
