PC becomes too slow or won't boot at random times

I built a computer for a friend recently. At times, for no apparent reason, it becomes way too slow to game (dropping from ~100 frames in Fortnite for example to 10). Since yesterday, it is very slow at boot up, or won't boot at all, getting stuck at this: https://streamable.com/ovna2u

3600X
B450 Tomahawk Max
P1 1TB

Corsair TX650 iirc

GTX 780 Ti (used, looks to be working fine though)
16GB 3200MHz RAM

Latest nvidia drivers, latest windows updates etc. Any ideas what the culprit could be?

PSU? The gtx 780 is quite the power hungry beast and paring it up with a bad psu might end up these kind of issues

Corsair TX650, I have it in the OP. It worked fine for quite a while, and I'm not sure if it would prohibit booting up at all. May try putting a 770 I have as a spare, though...

Maybe reinstall Windows. I think i had this before and it had to do something with windows. Maybe something ur friendly latly installed ? Also if u have a local Windows 10 account u can boot into safeboot and look if it is working fine there.

He didn't install anything. I reinstalled windows, seemed to be working for 2 days, and today the same issue happened. I have never seen an error like this again
