Without more information this could be anything.

 

1. Your system could be struggling with thermals.

2. Your system could be hitting a power limit due to your PSU.

3. Your MOBO power delivery maybe failing.

4. If you CPU has been running too hot for too long you could have damaged it.

5. It could be another system component hitching and causing the CPU to wait.

6. It could be a driver issue.

 

Like its a super long potential list.

Dying no, but it does look like you have a classic CPU bottleneck with a 4 core 4 thread CPU.
