I seem to consistently only get around 115 fps in call of duty warzone, the only setting I have on high is textures, I just see streamers and others have like 180+++ fps and it drives me a bit bananas!

I have a :

Core i9-10850k
Asus rtx 3070
32gb ddr4 3200 - 4x8
700w power supply
z490-a Rog strix mobo
27” msi 1440p 165hz 1ms IPS panel

Everything is factory settings, I just reinstalled windows and it’s the same result, even if I change my textures to low , I still have the same result in FPS - almost like it is somehow capped.

What resolution are you running at? 115 is about right, maybe a little low. I seriously doubt you're ever going to get 180+ from a 3070, though. Maybe with a 3080 or 3090.

Actually I've tested it extensively, because of how often it comes up. 

170fps is about the max i was getting,  settings high/ low don't even matter the game is just so badly optimized,  and there'll be "random" drops to 100...

 

Completely unplayable to me as I really dislike fluctuating framerates...

 

But locking it to 120fps was actually pretty stable (*very* rare drops to 118, 117fps which isn't even noticeable with variable refresh rate)

 

I just don't understand why people always compare to youtube,  it's really an awful platform for pc performance comparisons because of how much fake there is,  and also people often don't realize cpu,  ram, ini "hacking" etc can make a huge difference.
