Windows 7 Stuck In 'Basic' mode

As the title says I just reinstalled windows because my old drive was having problems and I couldn't boot into it. So how can I get out of basic mode? I've done the simple thing where you change the appearance to best appearance but it's still in basic? anyone have some ideas?

Update your drivers?

Already got geforce experience drivers updated I dont know why it's doing this.

Run cmd, type "net stop uxsms", press enter, then type "net start uxsms" and press enter.

Run cmd, type "net stop uxsms", press enter, then type "net start uxsms" and press enter.

When I stop it it says System Error 5 has occurred. Access is denied.

What about when you just use the start command?

Did you run the terminal as an administrator?

I tried it as an admin it said it was stopped then started but the theme is still the same.
