Seems like you can probably run the installer on a working Mac and select the USB drive in the list of drives. Problem here seems to be that you don't actually have a working Mac. If you don't, I'd recommend looking around for an image that you can clone onto the USB, but I've never tried any of this myself or even really thought about it.

You could try booting into internet recovery, then selecting the USB drive in Disk Utility there. It might bring up an installer for something older like 10.13, but its a place to start.

Internet Recovery should allow you to install macOS onto the USB drive. Are you using a flash drive? External hard drive? External SSD? If you're using either of the first 2 options then expect it to be very slow.

Thanks you ALL for your help, right now I trying Internet Recovery metod. Seems like it will work, right now its downloading and installing Ios.
