At what temperature will my 3900x power off due to thermals? it it based off of current temperature or will it shutoff if it's unusually hot for an extended period as well?

Max temp is 95C according to the spec sheet. It'll only turn off if the temp spikes, though. It can sit at 90 for a good long while (but that isn't really best practice for good performance).
