performance issues with gpu

ive had this card for a few months now and i feel like im not getting the most out of this card. im new to pc so im not too mechanically inclined with them. my specs are an intel i510600k 4.1ghz, gigabyte b460m ds3h motherboard, gigabyte rtx 2060 oc pro 6gb with 3 fans and 1830mhz factory boost,16gb corsair vengeance ddr4 ram, samsung evo 1tb ssd and an asus 1080p 144hz monitor. a friend of mine said bottlenecking could be a problem or maybe just faulty components but i have no idea what bottlenecking is. i play escape from tarkov on medium high settings at 80fps with some drops and stutters, insurgency sandstorm at low medium at 60fps with drops and stutters, scum at medium high 60fps with massive drops that go down to 20fps. the weird thing is ive watched videos of people with the identical build running tarkov on ultra 80+fps no stutters or severe fps drops, same thing with insurgency and scum high to ultra settings  80+ fps sometimes over 100. i know these games arent the best optimized but im not getting anywhere close performance wise to the people ive seen on youtube with the identical build. would it just be better to upgrade the motherboard and cpu? my buddy told me to get the asrock z490 extreme, ryzen 5 3600 and to sell the 2060 and upgrade to a 2070. thoughts?

Too expand on what SavageNeo said, don’t buy an RTX 2070.

-You would barley get a performance uplift

-You can’t buy one (due too it being last Gen, and because there’s a shortage atm)

-Even if there wasn’t a shortage, there are 3000 series GPUS, get those instead.
