Budget (including currency): 2000 - 2300 ( Can go up to 2500 if necessary)

Country: Germany 

Games, programs or workloads that it will be used for:  MMORPG, FPS, RDR, GTA

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): No need for monitor. 

Hello, my friend asked me to build him a new gaming PC.  I have a few questions. First is Pre-Build really that bad and should I consider it? If yes waht Websides can you guys recomend? 

What is a good alternative for an Nvidia Geforce RTX 3080?

Is the budget in dollars or in euros? Prebuilts will be bad if it's from HP or Dell. If you are considering a prebuilt you can go to Omen, DigitalStorm, CyberPowerPc or Maingear. Except Omen others are pc boutiques where you can configure a pc an they will build and send. They do have Prebuilts but they are famous as Pc Boutiques.
