is it worth getting a broken gpu?

The fan spinning means it has power, nothing else. If it doesn't output an image it could be broken in many ways. Even if the GPU core was still working (which you don't know) it's not going to redirect image output through your iGPU.

i just saw someone sell an rx 460 for 20 and they said its a no display but the fan is spinning and my question is will the gpu run games and stuff if i connect my monitor to an integrated gpu or something like that since i have an i5 2400
